Arizona Native Ventures, L.L.C. an Arizona Corporation, is an Economic Development Consulting Company specializing in Indian Country.

At Native Arizona Ventures, our focus is to establish business relationships for the development, and/or management and marketing of financial services with respect to the development of real property, gaming casinos, hotel resorts, recreational vehicle parks, family entertainment centers, power generating facilities for renewable energy, travel centers and gasoline supply.

We search out business entities that would be interested in commencing meaningful dialogue with Indian Nations with the desire to assist them with the above stated goals of financing, building and operating economic development projects.

Our Role:

Our role encompasses a wide range of services. First and foremost it would be one of insuring that the right fit is found for the client, introducing the client to the potential partner that the client would feel comfortable with. Provide assistance in the negotiations of agreements with the parties involved and assist the client in insuring that those agreements are followed. Our team works closely with the client and their designee setting up meetings, advising on proper protocol between the client, the partner and any other interested party including elected officials in the area as required, facilitate meetings with government officials in the state, city or county as may be required. Our team works closely with the client’s representative including attorneys that the client may designate.

lgonzales_thumbLuis A. Gonzales,  president and CEO of Arizona Native Ventures LLC is a Native American/Hispanic of Yaqui Indian decent and a life long resident of Tucson, Arizona. Gonzales served honorably in the U.S. Air Force during the Indo-Chinese Conflict.

Luis A. Gonzales, a Former Arizona State Senator, is a product of the University of Arizona where he studied Political Science; He also studied Business Management at the University of Phoenix. He currently is an instructor at San Diego State University in the College of Extended Studies where he teaches Indian Gaming Regulation on Indian lands.

Luis has vast experience working with Native American Tribal Governments including eighteen years in Indian Gaming. He was employed with the Pascua Yaqui Tribe of Arizona as Planning and Economic Development Director, Director of Government  Operations and Executive Director of the Tribal Gaming Agency. While with the Ak-Chin Maricopa Indian Community, Luis Gonzales was Director of Tribal Gaming Enforcement and Executive Director of the Tribal Gaming Agency. Luis also served as a Gaming Commissioner for the Viejas Band of Kummeyaay Indians in Alpine California.

Luis served as Town Manager for the Town of Guadalupe in Arizona where he was involved at all levels of Government.

Luis A. Gonzales has vast experience Lobbying Federal, State and Local elected officials and testifying before Congressional Committees and State Legislative Committees. He has experience working with Mexican Government Officials and Businessmen and is fluent in reading, writing and speaking the Spanish language. He enjoys his many contacts with Native American Tribes.

Luis A. Gonzales’ business activities focus on Indian Gaming Regulation and Business Development with emphasis on Native American lands.


Dale Phillips V.P. Business Affairs

Dale Phillips is a Tribal Member of the Cocopah Indian Tribe ofArizona, and a permanent resident of the East Cocopah Reservation in Somerton, Arizona.

In the 1970’s and 80’s, Mr. Phillips served in the following positions for the Cocopah Indian Tribe; Tribal Secretary, Tribal Councilmember, Vice Chairman, and Mr. Phillips was also instrumental in developing the first farming enterprise for the tribe through his work as a hay broker.

From 1991 to present, Mr. Phillips has served as tribal Chairman, Councilmember, and Vice Chairman. Mr. Phillips was also a key player in leading the charge to legalize Indian Gaming in Arizona. In that endeavor, Mr. Phillips served as chairman for the Indian Gaming Association. Mr. Phillips has also served as Chairman for the Inter Tribal Council of Arizona.

A member of many national appointed boards, Mr. Phillips was a member of the Good Neighbor Environmental Board from 2002-2004 where he contributed to consensus-based recommendations to the U.S. President and Congress on environmental infrastructure issues along the U.S.-Mexico border.

Mr. Phillips has also taught courses for D-Q University, on the Sycuan Band of the Kumeyaay Nation near San Diego, CA. During his tenure at D-Q, Mr. Phillips taught numerous courses on cultural and traditional values and Native American philosophy. In addition, Mr. Phillips served as Chairman from January, 1999 to December 2006,  on the Somerton School board of Somerton, AZ.
